Apparently Wells Park was renovated in 2016. According to the Putnam Daily Voice:
Wells Park features more than 11 acres of green space. The Village of Brewster has a 25 year lease.
Improvements include a renovated pavilion and restrooms, barbecue grills, picnic tables, playgrounds, a multi-purpose field with a stage at one end and tiered seating at the other, tennis courts and three play areas.
This shot is of what appears to be a water park of some kind with fountains etc. that kids can play in. Kids are playing on the swings in the background.
